The Ministry ofMines and Petroleum

According to the article nine of the constitution of Afghanistan, all mineral depositsof the country are the property of the state of Afghanistan. And the Ministry ofMine and Petroleum has overall responsibility of monitoringof all mineral deposits within the territory of Afghanistan.

The ministry of mineshas been established to check the affairs of the rich mines sector, prepare extraction procedure and contracts of mines. It is authorized to grant licenses and contracts of mines to companies in Afghanistan.

However, it merits mention that the ministry has the authority to approve small contracts only. The intermediate contracts proposed to ministers’ commission and big mine contracts go to ministers’ council.

Structure of mine and petroleum ministry:

Central structureof the Ministry of Mines and Petroleum in Kabul consists of three deputies, two general departments andfourindependent departments. Similarly, the ministry has its provincial departments as well.

  1. Policy and program deputy:

The deputy includes general department of program development, legal services department, policy department, petroleum development department and mineral development department.

  1. General department of program development:

The departmentgets information and reports from petroleum department, mineral development department and executive manager and then reports to policy and program deputy.

The directorate monitors sub directors, ensuresoperationalworkplans, activities and other programs in accordance with organizational strategy of the department in the ministry.

The department monitors sub-departments, operational work plans andand programs in accordance with organizational strategy of general department of program development and mine investment.

  1. Legal services department:  

The legal services department receives information from the department and drafts procedures and regulations, legal services and executive manager and then report topolicy and program deputy.

The departmentprepares work plan of legal services department, establishes relations with mine authorities of the countries interested in investment of mines, studiesproposals from foreign countries,coordinate with related department of the ministry in connection with legal issues, and maintainscontacts with public and private, national and international stakeholders.

  1. Policy department:

The department receives information from the minerals’policy office,hydrocarbonsoffice and head of economic policy analysis, and executive office and reports to policy and program deputy.

Similarly, the departmentprepares work plan of mine policy department in accordance with plans of the general department, communicates with related department regarding policy of the ministry and minesofother countries andto identifyandprepare proposalsfor budgetwhen it is required.

  1. Gas and oil development department:

The department receives information from project development office in a move to encourage investment in oil and gas, and executive department and then reports to chief of general departmentof program development.

Similarly, the activities of the directorate include management of oil and gas development process, conducting bids for big mine projects, encouragement of investment in oil and gas on local and international level andencouragement of private sector to invest inhydrocarbons.

  1. Mine development department:

The departmentgets feedback from minerals project development department, which encourages investment in mines, and executive management and then reports to policy and program deputy.

In addition, the department controls daily activities of mineral project development process, conducting of bids for big mine projects on national and international level and encourages private sector to invest in the country’s rich mines’ sector.

  1. Administration and finance deputy:

The deputyincludes information technology department, administrationandservicedepartment, logistics and procurementdepartment, financialand accountingdepartment andhumanresourcesdepartment:

  1. Information technology department:

The department receives information from information technology, security of network, database, executive and network system sub departments and then reports to administration and finance deputy.

  1. Administration and services department:

The department receives information from services, estates and executive sub departments and then reports to administration and finance deputy.

Similarly, the department participates in planning affairs of the ministry, ensures rapid communication,implementsadministrative law, controls services and cost savings.

  1. Logisticsand procurement department:

The department receives information from logistics, accounting, sub department andthen reports to administrative and finance deputy.

The department conducts monitoring, coordination of all logistics and procurement activities and capacity building of staff of the department.

  1. Finance and accounting department:

The department receives information from accounting,budget and executivesub departments and then reports to administrative and finance deputy.

The department manages financial activities of the ministry (cash accounting, ordinary and development budget, and money ordersandrevenue collections) in the center and provinces.

  1. Human resources department:

The department receives information from evaluation and resumes ‘record, recruitment, capacity building, staffcontacts and executive sub departments and then reports to administrative and finance deputy.

The daily activities of the department include planning, coordination inimplementation of strategy of human resources management, maintenance of legal documents and communication with staff and other related duties of the human resources.

  1. Solid mine coordination deputy:

The department includesmine audit department, provincial mine affairs department, cadastre department, small and vocational mining department and mineral contracts monitoring department.

  1. Mine audit department:

The department receives information from quantity verification,experts, environmental protection, petroleum chief audit, mineral chief audit, survey planning and executive sub departments and then reports to solid mine coordination deputy.

The department forms policy, advises on transparent activities, implements programs in mines and investing companies, monitoring mine revenues, implementsrules of contracts in accordance with mining laws.

  1. Provincial mine affairs department:

The department receives information from provincial communication,reports and executive sub departments and then reports to provincial mine affairs department.

Responsibilities:

Preparesprovincial departments’ work plan, monitors reports of provincial mining, monitors and reviews plans and proposals of provincial departments,and communicates with provincial departments and administrative and financial department of the ministry.

  1. Cadastre department

The department gets feedback from mine revenues, Cadastre survey, contracts and license award, customer services and executive sub departments and then reports to solid mine coordination deputy.

Responsibilities:

Designing of work plan of the department, renewal of infrastructure projects, strategies and long-term and short term work plan for the cadastre.

Ensuring bids and contract sign process;registration of licenseapplications,renewal of survey maps, coordination of activities of provincial staff, monitoring of progress of strategies and encouragement of central and provincial staff.

  1. Small mining and vocational department

Head of the department gets feedback from research and training development, mining, precious stone training, construction training, coalmine training, gold training, accounting specialist and executive departments’ chiefs and then reports to solid mine coordination deputy.

Responsibilities:

Prepares annual plan for the department, monitors training process in the centre and provinces, coordinates with central and provincial mining sectors, maintaining work relationship with policy and program, monitoring small mining and maintaining coordination amongdepartments of the ministry.

  1. Department of monitoring mineral’s contract implementation:

The department receives information and reports from Aynak copper departmentHajigag copper department, joint services and QaraZaghan departments and general administrative departments.

Responsibilities:

Plan and setting of minerals contracts in accordance with national development strategy and mine law.

 Similarly, protection of interest of the state, control of risks of contracts, maintaining relationship between miners to control conflicts, facilitation of government’s responsibilities,ensuring records of all information, documents, reports anddecisions concerning mineral projects, giving information to minister of mine, national environment protection and other related government offices. It is also includes in its responsibility to ensure implementation of counter-corruption policy of the government.

  1. General department of petroleum (gas and oil):

The department is responsible to control and monitor directors to ensure operations of working plan, programs and activities in accordance with organizational strategy.

It includes petroleum contracts monitoring department, review department of petroleum finance, technical services department, petroleum registration office and chief auditor of petroleum contracts.

  1. Department of monitoringpetroleum (Oil and Gas)contracts;

The department receives information from Amu-River Project, Afghan-Tajik project, facilitation general manager and executive department and then reports to general head of petroleum department.

Responsibilities:

Protection of interest of the state and control of risks in signing of contracts, maintaining good contact with license holders, coordination with technical services and review of petroleum financial contracts, protection of documents, reports, decisions, provision of precise information regarding progress and challenges and making proposals.

  1. Department of review of financial affairs of petroleum contracts:

The department gets reports from chief of economic affairs analysis, financial affairs analysis and executive and then reports to general department of petroleum.

Responsibilities:

Consultation with general director of petroleum department regarding finance and management planning and implementation of accounting policy, plan of evaluation process, plan and implementation of accounting policy, anticipation of revenues and costs in coordination with head of technical services, coordination with ministry of finance.

  1. Technical services department:

The department receives information from chief of petroleum resources, facilitation, oil and gas chief auditor and executive and then reports to general head of petroleum department.

Responsibilities:

Ensuring effective activities of the department concerning facilitation of petroleum resources and petroleum audit, cooperation with head of general petroleum department regarding planning and management of the department, plan for development of petroleum resources,addressing public complaints and coordination with general department of survey and geology.

  1.  Petroleum registration department:

The office receivesreports from mapping survey specialists, oil and gas registration contracts and information bank specialists and then reports to general department of petroleum.

Responsibilities:

Making working plan for oil and gas registration office, oil and gas survey projects, coordination with petroleum contracts department, registration of oil and gas and reporting to ministry of mine.

  1. General department of survey and geology:

The department includes environmental geology department, mineral survey department, gas and oil survey department, geological information department, specialists’ board, laboratories and field services management.

  1. Environmental geology department:

Head of the department receivesinformation from executive manager, environmental geology, land risks geologist and hydrologist and then reports to general head of survey and geology department.

Responsibilities;

Scientific and technicalleadership of environment and geo engineering in doing land and underground water risk studies to protect environment.

  1. Mineral survey department:

The department receives reports from chief of minerals, geological mapping survey and executive manager and then reports to general head of survey and geology department.

Responsibilities:

Preparation of annual strategic plan for the department, monitoring of mineral exploratory projects, monitoring of surveys, recruitment and capacity building of staff and maintaining relationship with central and provincial departments.

  1. Oil and gas survey department (hydrocarbons):

The department receives information from chiefs of Kabul agency, geophysics, drilling of wells, general manager of information bank, finance and administrative and executive departments.

Responsibilities:

Planning and implementation of strategies of general department of geology survey, monitoring of annual plan of hydrocarbon department, organizing of academic affairsof geologicalhydrocarbons, monitoring of hydrocarbons’ survey department, cooperation with cadastre of hydrocarbons and communication with offices in the center and provinces.

  1. Geological information department:

The department receives feedback from general manager of information and development, collection and natural resources and then reports to general director of geology survey.

Responsibilities:

Making and implementation of strategic plan, implementation of programs of geo-information department, design of annual strategic plan for general department of geology survey, monitoring of staff, technical training andorganizing all geological information in Afghanistan geology survey.

Similarly, it provides information for private sector and high ranking officials, identification and making budget proposal, if required, as per annual work plan of the department.

  1. Department ofInformation and public relations:

Thedepartmentreceives information from chiefs of executive, translation, relations and public awareness, monitoring office of press and media, general manager of information and internal relations, video and audio department manager and then reports to the minister.

 

The department prepares work plan of information and public relations, social affairs, stakeholders department andinternal relations. Similarly,it plans and implementscommunication strategy of foreign counterparts and respective national authorities.

 

  1. Department ofstate-owned enterprises:

 

The department receives information fromgeneral department monitoring enterprises, database and executive department and then reports to ministry of mines. It also manages activities of enterprisesdepartment of the ministry in the center and provinces.

  1. Internal audit department:

The department receivesreports from chiefs ofaccounting and finance audit, reports analysis and reports to ministry of mine.

Responsibilities:

The departmentmonitorsprograms and financial laws, financial and accounting guidelines and procedures.

Similarly, the department designs work plan of audit departmentand monitors staff activities and prepares guidelines for audits’ group and pursue implementation of views and proposals offered by audits.

  1. Minister’s office:

The minister’s office receivesreports and information from chief of document records,foreign relation, executive, transparency secretary and inter-ministerial secretary and reports to the minister.

It isresponsible for management of the related affairs,release and implementation of orders and guidance of the minister, sending of approvals and orders of the president of Afghanistan to offices and doing interviews and meetingvisitors.
